What Is the 8th Pay Commission?

The 8th Central Pay Commission is a government-appointed commission responsible for reviewing the salary structure, allowances and pension benefits of central government employees and pensioners.

The Government of India formally constituted the Commission through a notification dated 3 November 2025. Justice Ranjana Prakash Desai heads it, with Professor Pulak Ghosh as a part-time member and Pankaj Jain as Member-Secretary.

The Commission has been given 18 months to submit its recommendations. It will review different aspects of employee compensation, including basic pay, allowances, retirement benefits and service conditions.

The Commission will submit its recommendations to the Central Government for consideration. Any salary or pension revision will depend on the Government's final decision and official notification.

What Is the Fitment Factor Under the 8th Pay Commission?

The fitment factor is a multiplier used to calculate revised basic pay under a new pay commission. It is applied to the existing basic pay to estimate the revised basic salary.

Under the 7th Pay Commission, a fitment factor of 2.57 was used to revise the minimum basic pay from ₹7,000 to ₹18,000.

For the 8th Pay Commission, the final fitment factor has not been announced. Employee and union representations discuss different figures, including 1.92, 2.28, 2.57, and 2.86. These are not official figures approved by the Government.

New Basic Pay = Current Basic Pay × Fitment Factor

Example

Suppose your current basic pay is ₹35,400 and you want to check the impact of a fitment factor of 2.00.

Current Basic Pay₹35,400
Assumed Fitment Factor2.00
Estimated New Basic Pay₹70,800

This is only an illustrative calculation. The actual revised basic pay will depend on the fitment factor and pay matrix approved under the 8th CPC. Use the 8th Pay Commission Salary Calculator above to compare different fitment factor scenarios.

Salary Components Under the 8th Pay Commission

Your monthly salary includes basic pay and different allowances. The 8th Pay Commission may review these components while preparing its recommendations.

  • Basic Pay - the main component of your salary. The proposed fitment factor may be used to calculate revised basic pay.
  • Dearness Allowance (DA) - an allowance provided to government employees to help manage inflation. Its treatment under the revised pay structure will depend on the final recommendations.
  • House Rent Allowance (HRA) - an allowance based on the employee's city classification and applicable government rates.
  • Transport Allowance (TA) - an allowance provided to eligible employees to cover commuting expenses. The applicable amount depends on pay level and location.
  • Gross Salary - the total salary before deductions. It generally includes basic pay, DA, HRA, transport allowance and other applicable allowances.
  • NPS Contribution - employees covered under the National Pension System make contributions according to the applicable rules. The calculation depends on the relevant pay components and scheme provisions.
  • Pension Benefits - the Commission will also review retirement benefits and pension-related matters for eligible employees and pensioners.

The final salary structure and allowance rates will be clear only after the Government accepts and notifies the Commission's recommendations.

8th Pay Commission Salary Calculator for Pensioners

The 8th Pay Commission is also expected to review pension-related benefits for eligible central government pensioners. The revised pension structure will depend on the Commission's recommendations and the Government's approval.

Pensioners can switch the calculator above to Pensioner mode to explore possible changes based on their existing pension details and an assumed fitment factor.

The following details may be required:

  • Existing basic pension
  • Last drawn basic pay, where applicable
  • Relevant pay level
  • Applicable pension scheme
  • Assumed fitment factor

For example, if your current basic pension is ₹30,000 and you apply an illustrative fitment factor of 2.00, the estimated revised pension would be ₹60,000 under a simple multiplication method.

This is only an example, not an official pension calculation method or confirmed 8th CPC benefit. The actual pension revision formula will depend on the Government's final rules.
